Originally, the Bill of Rights applied only to the national government, and not the state governments. Therefore, states could continue to claim that they were not bound by the Bill of Rights and could continue to deny civil liberties to their citizens – until the Fourteenth Amendment which nationalized or incorporated the Bill of Rights into the states. However, the Supreme Court only gradually applied these rights via selective incorporation.
